Segment 13 is the second of six segments devoted to exposing the deep state which exists throughout the permanent bureaucracy of the executive branch of government.
The first authors of the excerpts, Robert and Jill Malone, commence with defining the “Deep State” versus the “administrative state,” and concludes with a perspective on the problem the Deep State presents to our country.
Then Kash Patel (recently appointed as our FBI Director) opines on the deep state problem that he has faced in previous positions in the executive branch. He highlights four deep state initiatives of the FBI:

THE GOVERNMENT OF THE EXECUTIVE BRANCH – SEGMENT 13 THE DEEP STATE: FBI and DoD – EXCERPTS
DEFINITION: The terms “administrative state” and “deep state” are often tossed about as if they are one and the same, but that is most definitely not the case. As described by Kash Patel, the deep state is a type of shadow governance made up of informal, extra-constitutional, secret, and unauthorized networks of power operating independently of a nation-state’s duly elected political leadership, acting in pursuit of agendas and goals that are separate from the interests of the citizenry. “Administrative state” is a term used to describe the phenomenon of executive branch administrative agencies that exercise bureaucratic power to create, adjudicate, and enforce their own rules. The administrative state abuses congressional non-delegation, judicial deference, executive control of agencies, procedural rights, and agency dynamics to assert control over and above both republic and constitutional principles.
THE PROBLEM: Since the 1980s, the United States has developed a big problem which is growing exponentially. The US national debt has become unsustainable. To a significant extent, this debt is enabled by irresponsible printing and injection of fiat currency into the overall US economy by an unaccountable private “Federal Reserve” Bank. Today’s Federal Reserve routinely acts as a willing enabler rather than a check on administrative and deep state spending. The management of the Federal Reserve has become integrated into the interests and culture of the permanent bureaucracy. But that is merely one of many symptoms of a deeper problem. Many factors drive this explosion of debt, but near the top of the causation list is that the executive branch and its permanent bureaucracy (administrative state + deep state) just do not care. They have no pressing reasons to care. They have developed a whole special economic logic to justify and rationalize not caring, called modern monetary theory.
Functionally, unlike either industry (market forces) or the military (failed wars), there are no external forces currently limiting the expansion of the dysfunctional, counterproductive and (frankly) parasitic behavior of today’s Executive branch. Legislative branch oversight has been emasculated by consent with lobbyists. And like the Federal Reserve, the informal “fourth estate” (corporate media), which historically provided a separate and semiautonomous oversight function, has also been captured by this permanent bureaucracy. The recent Supreme Court decision rejecting the Chevron Deference precedent may usher in a new era where the explosive growth of the administrative state is checked by the courts – even if Congress continues to not do its job.
The administrative and deep state have been so successful in capturing and manipulating media and related communication (largely via CIA, FBI, CISA and intelligence community infiltration) that they are able to seamlessly deploy advanced modern propaganda, PsyWar technologies, and financial giveaways to control all narratives and information which might otherwise cause the majority of the electorate (and their congressional representatives) to check their actions. And in this way, they completely avoid accountability. Hence, the CIA, FBI, and DHS-CISA, as well as the intelligence community at large, have become enablers of administrative and deep state excesses and overreach. Modern nation-states fail by suffocating under the weight of bloated unaccountable bureaucracies whose primary objectives are to serve and sustain themselves rather than to promote and defend the general welfare and security of the citizenry. The social contract is stomped into dust by the boot of an uncontrollably arrogant, authoritarian, self-serving bureaucracy.
In many way the modern American administrative and deep state, with its “public-private partnerships,” has come to resemble the 17th through 19th century British monarchy, with an entrenched bureaucracy (the permanent administrative state) functionally managed by a largely hereditary elite, surrounded by the concentric status rings of courtier which comprise the deep state (in the current embodiment), all allied with a massive global corporatist organization (the East India Company). The obvious irony is that this type of system was precisely what the American Revolution was intended to overturn and precisely what the US Constitution was written to prevent. THE DEEP STATE and ITS DISCONTENTS: The American people – myself included – slowly came to realize the truth about those who run our country, how the problem we face are not just the result of our leaders’ incompetence but more so their malice; how the media is not just one-sided but liars; and most of all how what became known as the Deep State isn’t some crazy conspiracy but a real force – and the most dangerous threat to our democracy. The Trump era was, more than anything else, and apocalypse in the truest sense of the word. It was an unveiling. It was a time when suddenly we came to see that unaccountable elites in Washington armed with the powers of the state believe that anything is justified – absolutely anything – to preserve their power.
What exactly is this “Deep State” that I speak of? Some of the characters in this book are elected leaders. Others are yellow journalists in the media who serve as peddlers of propaganda and disinformation at the behest of the ruling elites. Still others are Big Tech tycoons and actors affiliated with non-governmental organizations, who carry water for the Democratic Party and the radical left. But my most dogged opponents were officials within the executive branch itself – members of the unelected federal bureaucracy who think they have the right to rule America, not Congress or the president. Altogether, these actors have come to be known as the Deep State. A few years ago, most Americans had never heard the term “Deep State,” and those who had would have thought that the idea was some murky shadow government operating behind the curtains in Washington, DC, was just a little too outlandish – something that might exist in other countries but certainly not in the United States in the 21st century.
The people and their wishes are not even the primary deference point for power in our government. Instead, there are groups of people at the highest levels of government, business, and culture who operate independently of elections and of the people. They aren’t mentioned in the Constitution, and they have their own rules, priorities, interests, and sources of power. As I confront them time and again, I caught them manipulating the national security apparatus and failing to put our government’s no-fail mission first – the mission to keep the American people safe and secure. Not only that, but they would abuse their power to subvert what the people voted for, twisting reality according to their own purposes and shredding the foundations of our constitutional republic in the process. Taken together, a picture emerges of a coordinated, ideologically rigid force independent from the people that manipulate the levers of politics and justice for its own gain and self-preservation. This group is the Deep State.
Almost every Republican president has come across the Deep State within the government in less obvious ways when the bureaucracy that is supposed to be under presidential authority slow-walks direct orders, leaks false information designed to damage the administration, or presents the president with restricted options on key questions that fit into the box the bureaucrats have already designed. In the most extreme circumstances, corrupt bureaucrats imagine a crime and then manufacture the evidence to pin on their opponents. They are thugs in suits, nothing more than government gangsters who act like they are righteous. For the most part, this politicized bureaucracy hampers Republicans and supports Democrats. There are many reasons for that. The bureaucracy is centralized in DC, one of the most liberal places in America. Staff is uniformly left-wing, and not all moderate. By its nature, it is made up of pro-government people who are all “educated” at left-wing universities. But for the Democrats, this is a devil’s bargain. Shortly before Donald Trump took office, an unlikely person laid out the threat. Senate Democrat Chuck Schumer warned Trump against crossing a key member of the Deep State – the intelligence community. “You take on the intelligence community?” Schumer said. “They have six ways from Sunday of getting back at you.”
The Deep State is a cabal of unelected tyrants who think they should determine who the American people can and cannot elect as president, who think they get to decide what the president can and cannot do, and who believe they have the right to choose what the American people can and cannot know. This is a battle between the people and the corrupt ruling class. It’s a choice between whether America decides its policies and direction by vote, or whether we are ruled by the whims, egos, greed, and power struggles of a small body of incestuous, power-hungry, unelected oligarchs in Washington who hate us and play by their own made-up rules. If they win, we don’t have a democracy, a republic, or a sovereign people anymore. We have a tyranny that has arrogated for itself the right to wield absolute control over the American people.
THE FEDERAL BUREAU OF INVESTIGATION (FBI): One of the most cunning and powerful arms of the Deep State is the FBI, the primary investigatory agency within the executive branch, which operates under the authority of the Department of Justice (DOJ). The CIA may have a greater air of mystery around it (and it’s certainly the subject of many more spy thrillers), but in many ways a hyper-politicized FBI is a much greater threat to American freedom and self-government. That’s because while the CIA has the power and authority to collect intelligence and operate in clandestine manners overseas, the FBI focuses inside of the United States. We have legal and procedural safeguards in place in order to prevent abuses, but as the nation has learned, those safeguards are not even close to being enough. The FBI is now the prime functionary of the Deep State. The politicized leadership at the very top has turned it into a tool of surveillance and suppression of American citizens.
Russia Gate: Nothing reveals more how the government gangsters at the FBI operate than the Russia Gate scandal – a coordinated disinformation campaign conducted by the FBI, the Clinton campaign, the fake news mafia, and elected Democrats to take down the Republican nominee for president through false claims that he was a Russian agent. These disinformation campaign attacks against Donald Trump were unlawful. But the exposure of the Russia Gate scandal also revealed the inter workings of the politicized national security establishment that turned the most powerful tools of the federal government against innocent American citizens.
In the end, the corruption at the FBI did untold damage to our nation and undermined the people’s duly elected president. America is still dealing with the fallout of the greatest political scandal in American history. But there is a silver lining. Perhaps more than any event, Russia Gate took the mask off the Deep State.
The Hunter Biden Cover-Up: One egregious wrong perpetrated by the FBI occurred in the final months of the tumultuous 2020 campaign centered on the Hunter Biden laptop. The Hunter Biden laptop story should have changed everything in the 2020 campaign. But the media and Big Tech companies, all brimming with partisan Democrats, took unprecedented steps to squelch the story, doing every they could to ban it from being shared online, and hid it from the American people. According to a whistleblower, the FBI had already refused to investigate the Hunter Biden laptop as far back as 2019 for fear that it would damage Biden. When the truth about Hunter Biden could no longer be buried, the FBI created a back channel with Facebook weeks before the Hunter Biden news story broke in order to prepare a defensive disinformation campaign. Yes, a government agency essentially partnered with the world’s largest social media company to rig an election. It was the biggest cover-up in American history, and it changed the nature of the campaign. An overwhelming 79% of Americans say that if voters had known the truth about the Biden family and Hunter Biden’s laptop before the election, then President Trump would have been reelected.
Crossing the Rubicon: The Raid on Mar-a-Lago: After spying on the Trump campaign and on a sitting president, it seemed like the FBI had no more lines it could cross. Then, in August 2022, the FBI did something it had never done before. They raided the home of a former president of the United States and a man who could well run for the presidency again. I know better than anyone just how deeply the FBI has been politicized and corrupted. But even so, the Mar-a-Lago raid shocked me. It makes Watergate look like the teacup ride at Disney World. Instead of the sitting president having political cronies break into the offices of his opponent, his administration had the taxpayer-funded FBI violate longstanding precedent, which protected constitutional privileges of the executive branch, by busting into the personal residence of his predecessor and political opponent.
Their big show was just another attempt to craft a political narrative to discredit Trump and prevent him and the America First movement he represents from having power ever again. This is an example of Deep State insubordination at its finest – in their minds, everyone, even the president, is supposed to be subservient to unelected bureaucrats. They violated the very chain of command they swore to uphold to prevent accountability from happening. The Mar-a-Lago raid will go down in history as a sign of the destruction of our once great institutions of equal justice and fairness.
Targeting a Patriot: General Michael Flynn was a major target for the Deep State. As a former lieutenant general in the Army and the director of the Defense Intelligence Agency under President Obama, Flynn had violated a cardinal rule in Washington by telling the truth. In a public hearing, he reported that ISIS was surging, contradicting the Obama administration’s claims that they had ISIS on the run. For that, the national security apparatus, firmly devoted to Obama’s foreign policy vision, never forgave Flynn, and neither did the intelligence community. On top of that, Flynn had been very vocal about the need to reform the intelligence community. As a lieutenant general, he knew that the best intelligence was operational intelligence – information that actually helped people on the ground accomplish their mission. Intelligence reports that took months to rise out of the bureaucratic quagmire in the Pentagon or elsewhere were almost entirely useless. Therefore, Flynn was an advocate for trimming the intelligence community down and refocusing energy to collect usable, actionable intelligence.
To the intelligence community, what Flynn said was dangerous – at least to them. And what is dangerous to them, they automatically assumed was dangerous to the country. Not only would Flynn’s elevation to being the president’s national security advisor meant that he could implement his plans to cut some of their jobs. Those who kept their jobs might be forced to leave their comfortable air-conditioned offices in Washington and actually spend quality time in the places they claimed to be experts on. The Deep State had achieved their first objective. Next, to ensure he never could get close to power again, the Mueller probe prosecuted Flynn for “lying” to the FBI.
Even without a prison sentence the Deep State had destroyed the life of an innocent man who had served our country with distinction. Ric Grenell, acting Director of National Intelligence, and I did our part to finally stop the injustice by following the law. The documents we found and declassified were utterly damning and never before revealed to the public. The documents showed that the FBI had planned to set up Flynn all along. While these declassified docs were making massive waves in the press, we released the full list of people in the Obama administration who unmasked Flynn, setting the stage for the media to publish false reporting on his call with Kislyak and for the whole unjust persecution to get started in the first place. The list was a who’s who of the Obama administration – people who had no business spying on the national security advisor of the incoming president including Obama’s national security advisor, Susan Rice; his chief of staff, Denis McDonough; James Comey; CIA Director John Brennan; Director of National Intelligence, James Clapper; Ambassador to the United Nations Samantha Power; and even Vice President Joe Biden.
Flynn was completely exonerated. Yet again the Deep State had manufactured a hit job against an innocent man, and yet again we thwarted them.
THE DEPARTMENT OF DEFENSE (DoD): The Defense Industrial Complex: President Obama, as we all remember, ran on a platform of ending foreign wars. But by the end of his two terms, the wars were still going, and American troops and military assets were engaged abroad in even more foreign quagmires than before. There are many reasons for this, but the most decisive was the influence of the Washington foreign policy blob and the Defense Industrial Complex.
The Defense Industrial Complex is all centered around the incestuous relationship between senior military leadership within the DoD and the key officers in charge of multibillion-dollar procurement programs on the one hand and the behemoth defense contractors on the other. The agreement they have is unspoken but simple: Generals and other senior officials know they will cycle out of service and parachute into the Defense Industrial Complex. Thus, while they are “serving,” they are actually in bed with the defense contractors. This translates to senior leadership in the DoD putting the American taxpayer on the hook for unnecessary arms purchases, procurement projects, and training missions at soaring costs, all lining the pockets of the defense contractors. To put it simply, we pay billions for products we don’t need for wars we don’t need to be in. Then, when the generals and officers who pushed for and elongated those wars get out of the military, they are rewarded with a big fat paycheck by the very companies making all those high-priced goods for the DoD. In effect, they are paid off for keeping the contracts open.
Then, those same military leaders present the president with a very limited set of options that inevitably keep America engaged – and the wars keep going, and the money keeps flowing. President Obama faced this. It was about the only time he and the Deep State disagreed. He had eight years in Washington and in both campaigns ran on getting out of Afghanistan. Obama didn’t keep his promises. He dug American in deeper. The military brass would push Obama for more troops, always claim a victory was right around the corner, and warn him that if he pulled out, the whole world would go to hell. Eventually, the DoD Deep State won.
How the Deep State Works: Having worked as the chief of staff for the DoD, I have seen firsthand multibillion-dollar projects shuttered for failing to perform. These are programs that never should have been started and never should have received funding. These projects didn’t help America. The only ones who benefited were in the Defense Industrial Complex, who were still paid fat fees despite completely failing at their objective.
I learned how the Deep State works. When they want something done or hidden, they operate quickly and without delay. When they don’t want something done, the paperwork inevitably takes forever to appear, and all of a sudden dozens upon dozens of people have to review it, offer their comments, and give their approval. For good or bad, government operates through paper pushing, and if you want to get something done, you have to know how to move paper.
Under President Biden, Secretary of Defense Lloyd Austin issued a majorly revised campaign plan, or camplan, that the DoD uses to run the entire military. Austin’s first camplan of the U.S. military focused on climate change. That’s right. Not terrorism. Not China. The primary mission is to fight the weather. Adding insult to injury, Secretary Austin and the Biden administration made it undeniably clear that American security is not even close to the military’s top priority when they imposed a vaccine mandate on our service members. These are the fittest members of American society in an age cohort at effectively no risk of Covid. Yet they had their due process and religious liberty grossly violated by being fired for refusing to take the vaccine. This was unjust to them personally and negatively impacted military readiness. As a result, morale has plummeted. Patriotic Americans just aren’t joining the military as much anymore. Every single branch failed to reach its 2022 recruitment numbers. Altogether, the deficiencies of our leadership, the waste and fraud in our procurement process, the politicization of the armed forces, and the resulting decline in enlistment undermines the single, overarching goal of the military: to keep America safe. The DoD Deep State is a threat to American security. We cannot allow the DoD to remain in its current state.
