CHINA - Segment 2
​MORE EVIDENCE ON CHINA'S INTENT

Dear Friends and Family,
 
This is Segment 2 of the China Series titled “More Evidence of China’s Intent.” It builds on the excerpts of Segment 1. 
 
There are two PDF attachments.  Most importantly excerpts from the Trump Administration’s May 20,2020 report to Congress, entitled “U.S. Strategic Approach to the People’s Republic of China (PRC).”  This report outlines the Trump Administration’s view of China’s intent; the challenges the PRC poses to U.S. national interests in terms of economic challenges, challenges to our values, security challenges, how the administration expects to approach the challenges, and their implementation plan. There is also an expanded set of excerpts in the second PDF attachment.
 
My Takeaways:
Unfortunately, this is the real deal!!  We are rapidly entering a Cold War with China (if we are not already in it) where two very formidable countries have very different visions for world order.  The Chinese vision is a totalitarian socialist system dictated by the Chinese Communist Party, and the United States vision wherein the world has democratically elected governance which embraces freedom and the rule of law.  One will succeed and one will fail as it is highly improbable they can ultimately co-exist as supreme powers.
 
The Chinese are a very formidable foe who believes their people are superior to all other races, in many ways similar to Germany and Hitler prior to World War II.  And their formidability is increasing by the day, as you will learn in segment 4. 
If China is the victor, they will most likely implement their e-tyranny system – which is currently being implemented in China – throughout the world.  At the heart of the e-tyranny is monitoring of every person’s movements and actions in countries they control via cameras, cell phone usage, GPS monitoring, and listening devices all feeding into a big data computing systems which is sorted by artificial intelligence so they can grade each person on their loyalty and adherence to the Chinese Communist Party and its standards.  Those who are loyal and compliant will be rewarded and those who don’t will be punished. 
 
Next:
We have been hearing a lot recently about our loss of manufacturing to China particularly in the area of medicines and our dependence of the Chinese supply chain to procure them.  The next segment is titled “China Rx” where the excerpts describe how China is the sole supplier to the U.S. and the world for some branded prescription drugs, the sole supplier of a high percentage of generic drugs, and the sole supplier of the key active ingredients for some over-the-counter medications.  It will also touch on the safety of some Chinese drug manufacturing processes.

CHINA SERIES – SEGMENT 2
MORE EVIDENCE ON CHINA’S INTENT – EXCERPTS

INTRODUCTION:  America and China certainly have radically different views of how the world of the future should look. America fully intends to maintain the commanding position in the global order that it created for itself following World War II and maintained following the collapse of the Soviet Union.  China, on the other hand, sees America as a power in terminal decline, exhausted from decades of imperial overstretch and war.  It looks forward to building its World of Great Harmony on the ashes of the existing world order.  By the middle of this century, when People’s Republic of China (PRC) finished running its hundred-year marathon – to borrow Michael Pillsbury’s phrase – it imagines that it will be the dominant power on the planet. And it has made no secret of the fact that it is prepared to fight wars to achieve this end.  There is no room in either country’s conception of the future global order for the other.

Chinese intentions are evident everywhere you look, hiding in plain sight.  China’s humiliation at the hands of Western barbarians breeds a desire for revenge, which is all the more rigorously pursued because of China’s long centuries of regional hegemony suggest to its leaders that they are owed deference.  Xi Jinping’s “China dream” is a world under Chinese hegemony, while his propaganda apparatus relentlessly stokes national narcissism to create a sense of cultural, economic, and even territorial entitlement among the population.  The Chinese are taught that only America still stands in the way of the achievement of the “China Dream,” a claim that the Chinese party-state used to justify “unrestricted warfare against the reigning hegemon, the U.S.

PRESIDENT XI JINPING:  Elected general secretary of the Chinese Communist Party (CCP) on November 15, 2012, Xi Jinping moved with startling swiftness to consolidate power.  What does this concentration of power in Xi Jinping’s hands mean for the U.S. and the rest of the world? First of all, it means that our own hope that China will, by embracing elements of the free market, peacefully evolve into a nation that respects human rights and individual liberty is bootless.  It is moving in the other direction, arresting dissidents and passing new laws restricting freedom of speech and association.  Surveys indicate that the vast majority of Chinese share Xi’s “China Dream” in a world in which China is the preeminent power. For the Chinese emperor, who is only 64 years old, is a good bet to continue to rule China with an iron fist for a couple of decades.

EXCEPTIONAL COUNTRY, EXCEPTIONAL RACE:  The ironclad belief of China’s leaders that their nation and their people are superior to all other nations and peoples is central to their self-image of the hegemon. Whites were once admired for their technological prowess and economic success.  Not anymore.  They have now joined the other races – Browns, Reds, and Blacks – on the roster of deplorables who are inferior to the Descendants of the Dragon.

CHINA’S DREAM:  The present leadership have implanted the idea that China is absolutely unique among nations, that the People’s Republic is a natural outgrowth of China’s imperial, dynastic past, and that only the CCP can lead a unified China into the future, recovering lost Chinese lands and tributaries by undoing the imperialist powers that occupy them.  What this patriotic education comprises, in broad strokes, is a kind of Chinese Mein Kampf.  Like Hitler’s work, it lays out a grand strategy for world domination.
The Chinese are a great race that for millennia has rightly dominated its known world. But the foreign imperialists humbled us, brutally tearing off and devouring living parts of the Chinese race and nation, even threatening the whole with disunity.  But China has now stood up and is fighting back, determined to recover her lost grandeur no less than her lost territories.  We must be wary of things foreign, absorbing only those that make us stronger and rejecting those, like Christianity and Western ideas of democracy and human rights, which make us weaker. The first duty of the Chinese state is therefore to nationalize the masses and resist these foreign ideas.  Only the CCP has the will and determination to lead the struggle.  The new China must gather within its fold all the scattered Chinese elements in Asia.  A people that has suffered a century and a half of Western humiliation can be rescued by reviving its self-confidence.  To restore the Chinese nation the PLA must become modernized and invincible.  The world is now moving toward a new millennium, and the Chinese state must see to it that the Chinese race is ready to assume its proper place in the world as the hegemon.

CHINA IS A FORMIDABLE FOE:  Is this just sabre rattling, or is China truly bent on becoming the dominant power on the planet – the hegemon?  If it is, we should be able to find ample evidence that it is acting on that intention. And this is exactly what we do find.  There are many reports detailing China’s ongoing military buildup.  All over the world, China is snapping up mines, agricultural land, and oil fields at a frenetic pace, often paying more – considerably more – than the going rate.  If China is determined to deploy the bulk of its foreign reserves, it will be well on its way to controlling a significant percentage of key global commodities.  How would Chinese leaders behave if they were in a position to set prices for, or restrict access to, various commodities? Beijing has also steadily – very, very stealthily – expanded its international outreach.  A 2015 Reuters investigation identified “at least 33 radio stations in 14 countries as part of a global radio web structures in a way that obscures its majority shareholder” – the Chinese party-state.  The Chinese party-state has also been at work constructing a network of propaganda outposts called Confucius Institutes.  The mission of the Confucius Institutes is to brainwash students into accepting Beijing’s version of modern history. 

Beyond this, there are three factors, often overlooked, that play to China’s advantage.  The first is China’s phenomenally successful cyberespionage efforts, which have enabled it to dramatically shrink America’s lead in military technology over the past 15 years.  The second factor in China’s favor is its growing economy.  China’s final advantage lies in the difference between the political systems of the two countries.  U.S. military capabilities and readiness tends to expand or contract depending upon which party is in control.  By way of contrast, the senior leaders of the ruling CCP are united in their desire to enhance the reach and might of China’s military.  It is also worth keeping in mind that, unlike American presidents who come and go with constitutionally dictated regularity, Xi Jinping is likely to be in power for decades.

AMERICA’S GREATEST CHALLENGE:  The U.S. is currently engaged in a competition with the Chinese government unlike any other that we have witnessed.  This is a competition between the American system – which is governed by freedom and the rule of law – and a totalitarian dictatorship that is controlled by the Chinese Communist Party.  These are two different visions for the future: one will succeed, and one will fail.  It is possible for America to respond then to CCP’s efforts, but doing so will require new thinking, many big changes, and many hard choices for our leaders in government and the private sector.
There have been four great challenges to American survival during our 243 year-long history.  In each case, we had to confront the high cost of losing and the threat of surrendering our God-given rights and freedoms.  The first challenge was the question of whether we could win our freedom from the British Empire and become an independent country based on a new principle of individual rights endowed by our Creator.  The second challenge was the question of whether the U.S. could survive and win a brutal Civil War to preserve the Union and end the system of slavery.  The third challenge was the difficulty of recognizing the threat from the Axis powers (Nazi German, Imperial Japan, and Fascist Italy) during World War II and organizing an extraordinary national mobilization to win a global war with total victory.  The fourth challenge was the sudden shift from the Soviet Union’s role as a wartime ally of the U.S. to a serious global threat.  This led to a diplomatic, economic, psychological, technological, and military effort lasting until the collapse of the Soviet Union 45 years later.  The rise of China as a totalitarian global competitor is the fifth of these challenges to American survival.  Communist-controlled China possess a challenge of survival to the U.S. because if America falls behind a totalitarian communist system, the ensuing erosion of our values, democratic system, and law-based order will be enormous and possibly decisive.

THE CHINA DREAM:  Xi’s China Dream is centered around collective values, while the American dream is focused on individualism.  Xi’s ideology is that if the country and nation succeed, only then can the people succeed.  In America, national success begins with the greatness of the American people.

INSIDE CHINA:  Monitoring its citizens is an important priority for the CCP.  Xi’s strategy for understanding and responding to what is going on in a nation of 1.4 billion relies on a combination of surveillance, artificial intelligence (AI), and big data to monitor people’s lives and behavior in minute detail. Unsurprisingly, an enormous amount of data is being mined by Chinese mobile phone apps.  Heaps of data are largely useless if you don’t have a focused method of sorting the datasets and finding key information. China is collecting it on a massive scale because data is the fuel for perfecting artificial intelligence systems.  China is pouring a significant amount of resources into perfecting AI.  The success of facial recognition systems using AI in China is largely why the technology has been harnessed by law enforcement worldwide.  Forbes contributor, Bernard Marr, wrote, “China already has a vast surveillance network with 170 million security cameras in use for its Skynet system and 400 million more on the way.

Starting in 2020, the world will be able to get a first full look at China’s brand of e-tyranny, when the country’s social credit score system is implemented.  According to NPR, under the system, each one of China’s 1.4 billion people will be initially assigned a social credit score or 1,000.  From there the CCP will use its vast surveillance systems to monitor virtually every action taken by every Chinese citizen.  Those who buy the right products, say the right things on social media, and conduct themselves properly will earn points and perks.  They will be deemed “trustworthy” by the Chinese government.  Those who do not meet the CCP standards will be punished.   

If you are having trouble imagining how this type of technological totalitarianism could work, simply look at China’s western Xinjiang Uyghur Autonomous Region.  What the reporters found was a system of surveillance that they described as automated authoritarianism.  There the CCP has imprisoned and suppressed millions of Uyghurs and other Muslim and ethnic groups in various towns throughout the region. It is a modern-day computerized concentration camp operating in the second largest economy in the world.  The simple fact is: There are no human rights in China.  This is a system with a much bigger internal police force than its military.  It seeks to track and keep score on every citizen.  The CCP seeks to export its totalitarian system and its repressive practices to other countries.  The CCP suppresses human rights because its first goal is to maintain its supreme authority.  The CCP achieves this goal by eliminating dissent, manipulating the justice system, and threatening individual livelihood.

HUMAN RIGHTS AND COVID-19:  The scale of Chinese dishonesty in hiding the coronavirus until its spread became overwhelming.  On January 30, Xi made his first public statement on the coronavirus, despite knowing about and being in charge of the response to the outbreak since at least January 7. Xi was clearly in charge and aware of the situation as tens of thousands of families participated in Wuhan’s Lunar New Year’s banquet of January 18 and as approximately 5,000,000 people were able to leave Wuhan without screening.  Wuhan and three other cities were eventually locked down on January 23.  But the lockdown in China happened after the virus had been given the freedom to spread throughout the country – and the world – due to blatant mismanagement and suppression of the facts.  China also refused help from international organizations and team of experts that could have lessened the devastating impact of the virus. 

Watching China blame the U.S. for the virus that clearly originated in Wuhan, China, and then using its manufacturing dominance in medicine and medical supplies to help countries deal with the virus it sent them has been sobering.  The real Chinese dictatorship has become more apparent and more threatening in the process of dealing with the pandemic.  This crystallizes a change in our view of China, which had been gradually growing over the last decade. 

For decades, the U.S. believed that China would transition from a country ruled by a Communist totalitarian dictatorship to one that is governed by the rule of law that protects individual freedoms and human rights.  We thought that by China becoming a stakeholder in the international community, the CCP would stop the systematic oppression of its people and would be open itself up to partnerships and cooperation with other countries and economies.  We have now seen, particularly under the leadership of Xi Jinping, that we were wrong.  Our misdiagnosis of the CCP and its totalitarian system has now created serious challenges for the U.S.  These challenges threaten our national security, interests, and values.  China’s theft of U.S. intellectual property remains a serious problem, as the Communist Party’s use of predator economic practices that prop up domestic businesses and severely disadvantage foreign entities has continued.  Amid the COVID-19 outbreak, American businesses and manufacturers have discovered how overly dependent they are on Chinese supply chains. 

The more we learn about the CCP’s system, its oppression of the Chinese people, its blatant disregard for the rule of law, and the goals that its leaders have set, the more apparent the challenges we face become.  By examining the recently revealed facts about the CCP’s handling of the Hong Kong protests in 2019, the widespread oppression of the minorities in the region of Xinjiang, and the initial cover-up of the coronavirus outbreak, the fundamentally deceitful and manipulative nature of the party has become clearer.  It has become increasingly evident that these realities will affect the US relationship with China going forward. 

But this isn’t the first time the party has instituted an information-control strategy to keep a lid on the true extent and seriousness of a crisis.  Similar information-control practices were used almost twenty years ago during the severe acute respiratory syndrome (SARS) outbreak.  The CCP’s mishandling of the SARS epidemic in the early 2000s is widely known globally.  International health experts condemned China’s slow response to the outbreak and its efforts to mislead the public about the spread of the virus.  In April 2003, at the height of the outbreak, Hu Jintao, then the CCP’s General Secretary, admitted during a Politburo meeting that the government had lied about SARS.  A former Washington Post bureau chief in Beijing noted the clear parallels between the SARS outbreak and the COVID – 19 Pandemic.  He described that in both cases, local authorities were slow to address the emergence of the viruses.  Those who contradicted the government’s claims that the situation was under control were persecuted and labeled “rumor-mongers.”  The CCP moved to respond only after more and more brave people challenged its narrative and called for action.

As we wake up to the realities of China’s totalitarian dictatorship and continue to learn more about the party’s willingness to strategically deceive and systematically attack human rights and freedoms to further secure its own power, China’s bad behavior will inevitably affect and reshape the US-China relationship.
