CHINA - EPILOGUE 1
US Economic & HOmeland Security

Dear Friends and Family,

I am beginning this Epilogue Series on China with some excerpts from Hillsdale College Imprimis: Facing Up to the China Threat by Brian T. Kennedy.

We are at risk of losing a war today because too few of us know that we are engaged with an enemy, the Chinese Communist Party (CCP), that means to destroy us. The forces of globalism that have dominated our government and our media for the better part of half a century have blinded too many Americans to the threat we face. If we do not wake up to the danger soon, we will find ourselves helpless.

The CCP has proven extremely capable in building an empire that can govern 1.4 billion people. In the last five years of U.S. naval war game simulations, in which the U.S. is pitted against China, the U.S. has failed to come out victorious. We do not have enough ships and munitions to defeat China’s navy absent the use of nuclear weapons. As for China’s air force, it possesses and is building today advance fighter aircraft that rival anything the U.S. has built.

There is a famous book Unrestricted Warfare, written in 1999 by two People’s Liberation Army colonels. It argues that war between the PRC and the U.S. is inevitable, and that when that occurs China must be prepared to use whatever means are necessary to achieve victory. This includes economic warfare, cyber warfare, information warfare, political warfare, terrorism, and biological warfare, in addition to conventional and nuclear warfare. CHINA EPILOGUE – EPILOGUE 1
U.S. ECONOMIC AND HOMELAND SECURITY – EXCERPTS

INTRODUCTION: The economic challenge with China has deeply impacted the lives of America’s workers, businesses, industries, and consumers while jeopardizing the security of our supply chains. The current energy policy that makes America energy dependent, kills American energy jobs, benefits our adversaries, raises costs for American consumers, and puts our economic and national security at risk. Communist China is challenging universal human rights on the international stage to further the power and prestige of the totalitarian dictatorship that poses a direct threat to our fundamental values.

DEFENDING HUMAN RIGHTS: The Chinese Communist Party (CCP) is rampantly committing genocide against the predominantly Muslim Uyghurs and other members of ethnic and religious minorities in Xinjiang. The CCP has imprisoned at least 1 million to as many as 3 million people in concentration camps, where they are forced to pledge loyalty to the Party, praise communism, learn Mandarin, and renounce Islam. Highly concerned reports of horrific living conditions, torture, sleep deprivation, sexual abuse, rape, and suicide have emerged from survivors of the camps. Moreover, Uyghurs both inside and outside of camps are forced into systematized slave labor. Both the Trump and Biden administrations determined that the abuses committed by the CCP constitute genocide.

WIND TURBINES: Based on China’s trade date, Xinjiang’s top export to the U.S. for 2020 was wind turbines. Xinjiang Goldwind Science & Technology Co. Limited is the largest wind turbine manufacturer in China. In 2020, Goldwind ranked number two (behind General Electric) for the company with most commissioned wind capacity in the world.  

SOLAR PANELS: One of the clearest examples of the communist Chinese dictatorship hollowing out American industry can be seen by looking at the once-flourishing and now nearly extinct U.S. solar industry. Between 2012 and 2017 more than two dozen U.S. based solar cell manufacturers were forced to close as a result of the Chinese dictatorship’s subsidizing and dumping of artificially inexpensive products in the marketplace – shrinking the U.S. industry by 80%.

President Biden has pledged to install more than 500 million solar panels nationwide and said, “When I hear the words ‘climate change,’ I hear the word ‘jobs.’” The reality as it stands today, is most of the solar industry jobs will be in Communist China, as 8 out of 10 of the world’s top solar companies are based in China. In the U.S. almost 80% of solar panels that are installed come from Communist China’s companies.

THE RARE EARTH INDUSTRY: The United States has been caught off guard by China’s dominance of the rare earth industry. Over the years, the U.S. has been dependent on a potential adversary for some of the most crucial materials in high technology production: rare earth elements.

Rare earth elements are important in the production of cell phones, computer hard drives, medical imaging equipment, electric vehicle motors, and wind turbines. These elements are also essential in the manufacturing of critical military technology. Between the 1960s and 1980s, the U.S. led the world in the production of rare earths. Communist China has since secured dominance in this industry. As a result, China produced 63% of the world’s rare earth production in 2019 and supplied 78% of U.S. imports of rare earths. American vulnerabilities that are caused by a reliance on Communist China for rare earth elements give the CCP a significant strategic and political advantage – of which the dictatorship is well aware.

In 2018, the U.S. Department of the Interior published a list of 35 mineral commodities that had been identified as being critical to our economic and national security – from defense and renewable energy capabilities to semi-conductors, integrated circuits, batteries, fuel cells, medical and atomic research, cement, fiber optics, and steel manufacturing. Who was the United States’ largest supplier for every single one? China.

Communist China’s control over the supply chains of critical minerals and high-tech manufacturing industries poses significant threats to the U.S. economy and national security. The most effective way to create a reliable supply chain is to utilize American-owned resources that are in safe locations. The best way to create a responsible supply chain is to have jurisdiction over the process so that we can ensure that environmental and labor standards are upheld.  

ENERGY INDEPENDENCE: Under President Trump, America was energy independent for the first time in 62 years. However, the Biden administration has sought to undo these successes in the name of tackling climate change. This all began on President Biden’s first day in office. Through executive order, he canceled the Keystone XL pipeline project, which would have led to 26,000 indirect and direct jobs according to a State Department study. One week later, he signed another executive order that indefinitely suspended new oil and gas leases on public waters and lands. But in May, President Biden waived sanctions to enable the completion of the Nord Stream 2 pipeline, which transports natural gas from Russia to Germany. This decision ultimately strengthens Russia, weakens the U.S., and does not accomplish any reasonable goal within the realm of American interests.

ENERGY POLICY: The U.S. produces the cleanest and best energy in the world. Ceding energy production to our adversaries with lower environmental standards is a nonsensical approach to a global issue. Take Russia for example. Russian natural gas exports to Europe have 41% higher lifecycle greenhouse gases that U.S. liquid natural gas (LNG) exports to Europe. The EU gets 30% of its gas from Russia. Clearly, these facts didn’t matter when the Biden administration decided to step aside and allow completion of the Nord Stream 2 pipeline.

THE INVISIBLE WAR: America is currently fighting an invisible war – and has been for quite some time. At every second of every day, government entities, private businesses, and American citizens are all targets. Recently there have been numerous high-profile cyberattacks that have threatened our national security. In December 2020, a hack that targeted SolarWinds gave the hackers access to as many as 18,000 SolarWinds customers. About 100 companies and nearly a dozen U.S. federal agencies – including the Treasury, Justice, Homeland Security, Energy Departments, and the Pentagon were compromised.

On May 7, 2021, the Russia-based DarkSide ransomware attack shut down the Colonial Pipeline for six days. The Colonial Pipeline transports gasoline, diesel, jet fuel, and other refined products to New Jersey from the Gulf Coast, totaling approximately 45% of the East Coast’s fuel supply. Another ransomware shut down nine beef plants in the U.S. The attack targeted JBS, the largest meat supplier in the world, which processes one-quarter of U.S. beef and one-fifth of U.S. pork. The company was forced to pay a ransom of $11 million in bitcoin to the criminals. These ransomware hacks illustrate the significant vulnerabilities within U.S. food and energy supply chains and the consequences that adversaries can exploit. In each of these three attacks was an act of war that directly threatened U.S. national security.

The United States needs to deal with these virulent attacks accordingly. First, no hackers should be paid any ransom money as a reward for the crimes they commit. Second, the U.S. needs to make it clear that we will attempt to extradite the hackers and imprison them for life,

HOMELAND SECURITY: Understand that it could take only one disastrous attack to move Americans into a terrifying time. The world is changing rapidly and there are emerging threats that could individually or collectively threaten the survival of America. The fact is our homeland is now more vulnerable and more exposed that at any time since the British burned the White House in 1814.

The current challenges are many: electromagnetic pulse (EMP) weapons, cyberwarfare, biological weapons, artificial intelligence and robotics (in which Russia and China are heavily investing to dominate the American conventional forces), and the potential of a breakthrough that allows one country or another to dominate space.

If people in office refuse to modernize, recognize that the world is changing at blinding speed, and don’t push every day just to stay competitive with China and Russia, we will fail. If we allow them to remain in office when they are incapable of executing, nothing else can be effective in getting the job done. Keeping someone in office who is “good enough” may be the prescription for American defeat in the next few decades. The much more important and difficult task is coping with Russian and Chinese doctrinal innovation at the level of the entire national security system.

Two giant power systems with a mutual opposition to the United States defining the world and working together to further their own countries while limiting the American future could be formidable opponents. One of the added complexities of trying to cope with Russian and Chinese strategies is that they are profoundly different. Russia’s “hybrid strategy” is tactical, often short term, and relies on speed of execution. It has to be able to start a crisis and then back out if it turns out to be too difficult. Chinese strategy is based on extraordinarily long-term, often multigenerational thinking.

The Russian development starts with the Russian concept of “hybrid war.” “Hybrid warfare” is a rheostat that can be turned up and down quickly and without warning. It is difficult for the American system to keep up with the rhythm of the Putin model. We must develop a consensus that a particular struggle is worth the effort. Putin’s mission in part is to keep America off balance.
On a nongeographic basis China has been methodical in its approach to other competitive areas.  This is happening with 5G technology, quantum mechanics, and quantum computing. The Chinese potential in biological warfare has been painfully demonstrated over the last two years. Neither Russian hybrid warfare nor Chinese asymmetric warfare fits into our models. Unless we solve this mismatch, we could find ourselves defeated catastrophically. There are six major zones of potentially catastrophic American defeat:
  1. The scale of technological change
  2. The bureaucratic crisis (the swamp) of procurement in speed, cost, and military. The current system, which has too many people creating make-work to prove they should be employed, can’t possibly keep up with the modern rate of change.
  3. We have no doctrine that integrates national security, elements of military power, and key elements of national power into a system that can cope with hybrid warfare, asymmetric warfare, insurgencies, and traditional military competition at once.
  4. We need a dramatic improvement in the nonmilitary sources of national power. The Chinese long-term approach to asymmetric warfare especially challenges us to think through all the elements of national power and come to understand that we have to win at all of them to remain free and safe.
  5. We are no closer to defeating radical Islamist threats today that we were in 1996.
  6. The newest and most urgent danger to our defense system is the emergence of a cultural civil war inside the Pentagon. One side is there to protect and promote the established bureaucracies and systems. The other side is there to protect and promote the future of America.
The ultimate test will be if the American people, our national security professionals, and our political leadership can force effective reform before we are defeated.

STANDING UP TO CHINA: If centrally planned China outperforms free-market America, then it accelerates the Drift to Socialism. China weaponized trade in a way designed to strengthen its economy, technology, and military at the expense of every American. They want to beat us, steal our intellectual property, and own our country.  

Whatever our differences with our other trading partners, China was a category all its own. Overall, China’s accession to the World Trade Organization caused 3.2 million Americans to lose their jobs between 2001 and 2013.

The impact of opening the American economy to China found that U.S. counties more exposed to the change in U.S. trade policy exhibit relative increases in deaths of despair. Deaths of despair are those caused by drug overdoses, alcohol-related liver disease, and suicide. More than 760,000 Americans have died from drug overdoses since 1999, most of them due to opioids, including the synthetic opioid fentanyl. The Brookings Institution reports: “Since 2013, China has been the principal source of the fentanyl flooding the U.S. illicit drug market – or of the precursor agents from which fentanyl is produced, often in Mexico – fueling the deadliest drug epidemic in U.S. history.”

Meanwhile, as China was hollowing out America’s industrial infrastructure, it was also busy using cybertheft, industrial espionage, and forced technology transfers to steal the crown jewels of American innovation – our hard-won inventions – from U.S. pharmaceuticals, aerospace, computer hardware and software, electronics, medical equipment, chemicals, and automobile manufacturers. And if all else fails, China just steals what it wants.

Through quantum computing, the 5G technology of Huawei and ZTE, and artificial intelligence, China plans to dominate the commanding heights of the world economy and geopolitics. It wants to own the backbone of the Internet of Things that will link every appliance in your home, allow for remote surgery and health monitoring and enable self-driving cars. If China gets its way, the very fabric or our lives will be owned, operated, and surveilled by China, Inc. Our access to that mainframe will continue only as long as we stay in their good graces. At least that’s the plan.

America’s elites, caught in the flow of our own Drift, fail to recognize how irredeemable hostile Beijing is to the American ideal. Going forward, will President Biden rally our allies to protect the world system of trade and democracy itself? Now that America is awakened to the danger of China, we must stay awake. Our determination must be bipartisan. And our resolve must last across administrations.
